Operations Safety Regulatory Action
The Operations Safety Regulatory Action Committee (OSRAC), which includes members of the Operating Section Executive Committee, is vested with AGA board authority to represent AGA membership’s best interests before the Department of Transportation and other Federal agencies addressing operations safety. To that end, the OSRAC may take action in advance, or respond as necessary, in addressing Federal agency actions on initiatives and rulemakings having an impact on operations safety. To accomplish its mission, the committee participates in government/industry/public stakeholder activities, prepares written comments, provides strategic input and technical rationale for advocacy positions taken by the AGA members and testifies if needed, or recommends litigation to the general counsel’s office in pursuing action as deemed appropriate.

Meeting Minutes and Agendas
Typical Committee MemberTechnical or legal persons involved in the policy development and/or implementation of pipeline safety regulations such as vice presidents of engineering, codes & standards engineers, directors, managers of engineering; manager, policy & planning or director, codes & standards. Membership restricted to Full & Limited Members. NOTE: This committee is limited to no more than 19 members. Nominees for membership over the 19 limit will be able to participate as corresponding members until a full membership position is available.
Benefits of Committee MembershipMembers develop industry advocacy positions on proposed pipeline safety regulations and legislation affecting natural gas operations.
Products and ServicesProducts of this committee are written responses or input submitted and/or testimony by AGA to regulatory agencies on proposed pipeline safety regulatory issues affecting natural gas operations. Positions developed on legislation are given to AGA’s Government Relations Committee for dissemination with Congress.
Interaction with other AGA Committees/Outside OrganizationsThis committee reports to the Operating Section Managing Committee. The committee works closely with AGA’s Operating Section Committees, the Legislative Committee, the Government Relations Policy Committee, the Interstate Natural Gas Association of America (INGAA), the American Public Gas Association, the National Association of Regulatory Utility Commissioner’s Subcommittee on gas safety, the DOT Technical Pipeline Safety Standards Committee (TPSSC), the National Association of Pipeline Safety Representatives (NAPSR) and the Gas Piping Technology Committee (GPTC). Within the federal government, it works closely with the Department of Transportation and the National Transportation Safety Board (NTSB).
MeetingsThis committee typically meets in person twice a year, once in the Spring and once in the Fall.
