                                      Users’ Forum to Be Held March 31

Washington, DC – The American Gas Association (AGA), through its sponsoring members, is pleased to announce the release of The AGA FERC Manual—A Guide for Local Distribution Companies, written by lawyers at Dewey & LeBoeuf LLP.

Since the enactment of the Energy Policy Act of 2005, in which Congress gave FERC powerful enforcement authority, users of pipeline services in general, and local distribution companies in particular, have been the focus of substantial attention from FERC’s Office of Enforcement.  In response, the AGA and its sponsoring members have developed this complete guide to FERC’s regulation of natural gas in order to highlight the areas that most affect their interests and create their greatest jeopardy, while also offering suggestions about structuring compliance plans, conducting internal investigations and responding to a FERC investigation. 

The manual is intended to be one of the first places industry participants can turn for quick answers about FERC’s rules as well as for more detailed explanations and guides to additional research. The manual covers the following topics: a brief history of FERC’s natural gas regulation; services of pipelines and storage companies; rules relating to shippers or storage customers; obtaining capacity from pipelines directly as well as from other pipeline shippers; regulation of sellers of natural gas and a description of natural gas markets; local distribution companies as transportation and storage providers; rules about market manipulation; enforcement; preparing compliance plans; and other substantive aspects of FERC regulations affecting local distribution companies. 

The manual is accompanied by a set of DVDs containing lectures on each of the major topics for viewing by company employees. 

On March 31, 2010, AGA and Dewey & LeBoeuf will co-host the AGA FERC Manual Users’ Forum at AGA’s headquarters in Washington, D.C.  Dewey & LeBoeuf’s contributing lawyers will present and discuss topics covered by the manual.  Please click here for further information and on-line registration.
