On January 27, 2003 AGA submitted comments applauding EPA’s proposal to withdraw the final water quality rule published in the Federal Register on July 13, 2000. That rule would extensively alter and complicate the program requiring States to identify waters that do not meet applicable water quality standards and to establish pollutant budgets, or Total Maximum Daily Loads (TMDLs), for discharges to such waters. On January 20, 2000, AGA joined extensive comments filed by the TMDL Coalition on that criticized many aspects of EPA’s August 23, 1999 proposed water quality rule.
