On Friday, July 15, 2011, the House Subcommittee on Energy and Power held the eleventh of a multi-day hearing entitled “The American Energy Initiative.” This day of the hearing will focus on the Discussion Draft of “Pipeline Infrastructure and Community Protection Act of 2011,” the Energy and Commerce Committee’s initial proposal to reauthorize pipeline safety programs thru 2014. It should be noted that the Energy and Commerce Committee shares jurisdiction on pipeline safety issues with the Committee on Transportation and Infrastructure. A corresponding draft from the Transportation and Infrastructure Committee has yet to be circulated. When both Committees forward legislation out of their respective committees, a combined bill will be subject to amendment, debate, and votes on the House Floor. The hearing testimony is posted below:
