AGA/NGVA Teleconference

Natural Gas Vehicles (NGVs): Legislative Update and Opportunities in the Stimulus

Alongside increasing awareness of the environmental and security concerns associated with traditional vehicle fuels, NGVs are quickly gaining attention as a cleaner, domestic alternative.  This teleconference, the fourth in the AGA series on energy efficiency in the American Recovery and Reinvestment Act (ARRA), was designed to help members stay up to date on legislative provisions that will affect their ability to pursue NGVs as part of a sustainable business model, as well as provide timely information about opportunities for obtaining federal funding under the stimulus.

  • Jeff Clarke, General Counsel of NGVAmerica, discussed the Clean Cities Program and other programs that recieved funding increases through the stimulus
  • Rich Kolodziej, President of NGVAmerica, provided an update on NGV legislative activity and provisions in the NAT GAS Act that will be important for the continued market penetration of NGVs
  • Ron Gulmi of National Grid described his experience working with the necessary partners to submit a Clean Cities proposal.

    AGA Teleconference: Energy Efficiency in the Stimulus and Utility Experiences in Ramping up Energy Efficiency Programs

    AGA held its third audio conference on energy efficiency funds in the American Recovery and Reinvestment Act (ARRA) on Wednesday, April 22nd from 1:00 - 2:00 p.m. (EDT).  The call provided an overview of the opportunities and requirements associated with accessing State Energy Program (SEP) funds and Energy Efficiency and Conservation Block Grants authorized in the stimulus; shared the first hand experiences of utilities who have recently ramped up their energy efficiency programs; and familiarized members with the EPA's Rapid Deployment Energy Efficiency Tool.

    AGA Teleconference: Weatherization in the Stimulus

    On April 2nd, AGA held its second teleconference on issues related to energy efficiency in ARRA.  This call provided an overview of the opportunities and requirements associated with accessing weatherization funds authorized in the stimulus, as presented by speakers who are central to the implementation of the funds at the federal, state, and local levels.

    Background: American Recovery and Reinvestment Act

    The American Recovery and Reinvestment Act of 2009 (ARRA), signed into law by President Obama
    on February 17, 2009, reflects the increased role of energy efficiency programs and infrastructure investments in the transition to the new energy economy.  AGA's work with a broad coalition won significant funding for programs that will benefit our member natural gas utilities and their customers, including over $20 billion for weatherization, energy efficiency, and modernized green building codes.  These provisions will ultimately help members and their customers achieve the carbon reduction and energy efficiency goals that will be required in upcoming climate change legislation and regulations, while increasing the opportunities for utilities to include energy efficiency as part of a long-term sustainable business model.  Of equal importance, the bill also contains favorable tax treatment of investments in infrastructure critical to natural gas utilities.

    Recently Released

    On March 12 the Department of Energy released two documents guiding grant applications for obtaining ARRA funding for energy efficiency and weatherization programs.  These documents cover how and when to apply for these two separate types of stimulus assistance, and offer detailed descriptions of programs requirements, guidelines, and eligibility for receiving funds.
