 Infrastructure Cost Recovery (May 2011) 

A number of states allow natural gas utilities to modify tariffs and begin to recover the costs of utility infrastructure investments incurred between rate cases.  This report provides details about the special rate mechanisms used by more than 40 utilities in 19 states to recover their infrastructure investments.  In addition, the report describes the rate stabilization tariffs used by 13 utilities in 6 states to recover new and replacement pipeline investments.
