In November 2010, EPA issued a new final rule to require natural gas operators to report their methane emissions. The first reports under this new mandatory greenhouse gas reporting rule (40 C.F.R. Part 98, Subpart W) will be due by March 31, 2012 and must include methane emissions during 2011. Given the short time before gas utilities, pipelines, LNG, underground storage operators and others must begin to collect methane leak data, EPA asked AGA and other industry trade groups to act as a clearinghouse for their members’ questions to EPA regarding how to interpret the rule’s requirements. We were asked to limit our list to our members’ top priority questions.
On November 23, 2010 AGA submitted our member’s top priority questions on how to interpret the final Subpart W methane leak reporting rule. On January 25, 2011 EPA submitted responses official responses to AGA. Operators are encouraged to review the responses EPA provided. If additional clarifications are needed, please contact AGA.
