Current Status on Appropriations
FY 2010 Appropriations:
The House passed the 2010 Labor-HHS-Education Appropriations bill (Friday, July 25, 2009), providing a total of $5.1 billion for LIHEAP -- $4.509 billion toward base grant funding and $590.3 million for contingency. While this matches last year’s funding level, what differs in FY 2010 will be the roll-out of contingency grants. Last year, both base and contingency funds were awarded at the start of the fiscal year; for FY 2010, only base grant funding will be released—the remaining $590.3 million will be held by the President and released throughout the year as he deems necessary.
The Senate Appropriations Committee passed the FY 2010 Labor-HHS Appropriations bill providing $5.1 billion for LIHEAP. Like its House counterpart, the bill provides$4.509 billion toward base grant funding and $590.3 million for contingency. The Senate is not likely to have sufficient floor time for a vote before it adjourns for August recess. AGA continues to advocate for full funding at authorized levels.
