 DOT Final Publishes Final Rule on Drug and Alcohol Testing Procedures: CCF Update and Technical Amendments (Sept. 27. 2011) 

On September 27, 2011, DOT published a final rule and technical amendment on the procedures required for drug and alcohol testing and the Federal Drug Testing Custody and Control Form (CCF).  On September 27, 2010 DOT published an interim final rule (IFR) to authorize use of the new CCF beginning October 1, 2010.  To allow employers and service agents time to deplete their stock of old CCFs, the 2010 IFR allowed for the old CCF to be used until September 30, 2011.  The rule published on September 27, 2011 allows the use of the old CCF until November 30, 2011.  The new CCF must be used beginning December 1, 2011. 

The rule also makes minor technical amendments to drug and alcohol testing procedures. This rule clarifies the collection information employers must provide collectors (please note the requirement for employers to specify the DOT Agency that regulates the employee’s safety-sensitive function for the new Step 1-D), actions required of the employers after receiving the verified test results and procedural requirements for the laboratories and medical review officers.
