PHMSA Advisory Bulletin: Validation & Registry Requirement Changes for the National Registry for Operators (March 21, 2012)

On March 21, 2012 PHMSA issued an Advisory Bulletin to notify operators of changes that are being applied to the National Registry of Pipeline and Liquefied Natural Gas Operators.

Beginning on March 27, 2012, operators will be able to complete the online validation process. The deadline for operators to complete online validation was previously June 30, 2012, but PHMSA is extending this deadline due to the delay in making this process available. Operators are now required to complete the online validation process by September 30, 2012. PHMSA recommends that operators submit 2011 annual reports at least five working days prior to completing the validation process.

Master meter and small LPG operators should also note that PHMSA is applying changes to registry requirements. PHMSA is currently in the process of creating Operator Identification (OPID) Numbers for master meter and small LPG operators that have existing data in the agency's files. Due to this action, and in anticipation of the collection of similar data in the future, PHMSA is now requiring all master meter and small LPG operators that are established after December 31, 2011 to obtain an OPID in accordance with 49 CFR 191.22. On May 1, 2012, PHMSA will modify ODES to allow these master meter and small LPG operators to request an OPID.
