AGA Submits Comments on Emergency Order Procedures

AGA submitted comments on PHMSA’s Interim Final Rule that codified Emergency Order Procedures. AGA believes that in general, the temporary regulations are consistent with the PIPES Act Section 16 that granted PHMSA authority to issue “Emergency Orders,” but that some changes to the final regulations are necessary to implement Congress’ clear intent. AGA requests that PHMSA promulgate final regulations prior to the statutory deadline that take remain consistent with the statutory language in the PIPES Act and ensure that effective entities are properly notified.
