AGA/INGAA/API Comment on Proposed underground Storage Annual Report

The Pipeline & Hazardous Materials Safety Administration (PHMSA) has released an Underground Natural Gas Storage Facility Annual Report Form and Instructions as part of its rulemaking “Pipeline Safety: Safety of Underground Natural Gas Storage Facilities” (Docket ID: PHMSA-2016-0016). AGA, INGAA and API have identified a number of issues with the draft form and are actively working with PHMSA to refine it in order to enhance the quality, utility, and clarity of the information to be collected, while minimizing the burden to operators. Identified issues include clarification of reporting requirements such as the identification of facility location, operating pressures, injection/withdrawal rates, and reservoir depth.

This week, the three trades submitted a letter to the Office of Management and Budget (OMB) requesting that OMB refrain from approving the Annual Report Form until PHMSA submits a revised draft to OMB for review and public comment.
