Regulatory Update: Pipeline Safety: Operator Qualification, Cost Recovery, Accident and Incident Notification, and Other Pipeline Safety Changes Final Rule

On January 23, 2017, the Pipeline and Hazardous Materials Safety Administration (PHMSA) published the Final Rule, Operator Qualification, Cost Recovery, Accident and Incident Notification, and Other Pipeline Safety Changes. The effective date of this final Rule was March 24, 2017. This rule requires regular inspections of service lines connected directly to transmission, gathering, and production lines—commonly known as “Farm Taps.” The Operations Section Regulatory Action Committee (OSRAC) has published a Regulatory Update which highlights some of the rule’s key stipulations.
