The Hawaii Clean Energy Initiative (HCEI) was founded based on a MOU between the State of Hawaii and the U.S. Department of Energy in 2008 and represents a collaborative stakeholder process aimed at reaching 70% clean energy by 2030. Key goals with respect to end-use energy efficiency include: Align efficiency regulatory and policy framework with clean energy goals; Retrofit residential and commercial existing buildings; Strengthen new construction policies/building codes; Identify non-building related energy efficiency measures.
