Plastic Pipe Rulemaking
In May 2015, PHMSA published a proposed rulemaking which addressed design, construction, and operations of plastic pipe in natural gas systems. The proposed rule also included requirements for the tracking & traceability of plastic pipe and components.
AGA submitted comments in support of PHMSA’s proposed rule. AGA encouraged PHMSA to ensure that codified requirements align with current industry standards and cautioned PHMSA on the significance of the proposed tracking & traceability requirements.
In 2016, the Gas Pipeline Advocacy Committee also recommended the final rule increase the design factor for plastic pipes from 0.32 to 0.40, remove the enhanced backfill requirements, and encouraged PHMSA to evaluate phasing in tracking & traceability requirements.
The final rulemaking cleared the Office of Management and Budget (OMB) this fall. AGA anticipates the final rule to be published by the end of 2018.
